N2 - Due to low or negative prices for recovered paper, the Kerbside Dublin program was forced to drop the collection of non-packaging paper. The effects of this change can be seen in both the tonnes recovered and the amount of material diverted from the landfill. Although the separate collection program has proved that it is able to well manage the change in materials collected, the overall impacts of this change must be viewed in the light of total municipal solid waste management for the city.
