Additional P-12 budget priorities include reform of special education funding to address the financial pressures on school districts of cross-subsidies (i.e., dollars from the general fund used to cover the unfunded costs of special education). This accounted for a $90.7 million increase for the biennium, reflecting $25.4 million in additional funding in FY2020 with the bulk of the biennium increase occurring in FY2021. Increased funding to maintain the number of slots available for voluntary pre-kindergarten and subsidies to support referendum equalization aid amounted to $46.8 million and $9 million, respectively. For both programs, the bulk of the aid is distributed in FY2021. For FY2020, the increases are $19.1 million for pre-kindergarten; with no additional aid allotted for referendum equalization in FY2020.
