Abstract

State estimator planning studies using the most advanced techniques available are necessary when utility engineers are faced with adding new measurement points, RTU's and communications links. Use of simple 'seat-of-the pants' methods can result in metering additions which may not be best from a cost/performance point of view. By using state estimator planning programs, engineers can design a metering system which closely meets the requirements of a new energy control center at minimum cost.
